That is simply false. Nonunion workers can work on the project. Union halls are the conduit through which workers are dispatched, but nonunion workers are welcome to apply for the project alongside union members. In fact, federal law prohibits any discrimination towards nonunion workers in the dispatching of labor for the project.

Seniors in Nashua and Manchester Invited To Ask President Questions
Nashua, NH-- Dr. Howard Koh, Assistant Secretary for Health, Office of Public Health and Science will join seniors at Nashua Crossings, an assisted living community in Nashua NH on Tuesday at 11:15 am as they view a televised Q. and A. session with President Obama on seniors and the new health reform law. Seniors at Nashua Crossings will be invited to phone the president with questions about the new law.
The one-hour program will be televised on C-SPAN 1. Anyone with access to C-SPAN may watch the program but seniors at Nashua Crossings, the William B. Cashin Senior Activity Center in Manchester, and a limited number of other sites across the country will be able to call in with questions for the President and Kathleen Sebelius, Secretary of Health and Human Services. The public is invited to take part in the call-in at Manchester's Cashin Center.
Seniors were targeted with misinformation about health reform during the nearly year-long debate on the legislation. The New Hampshire Alliance For Retired Americans helped to set up the New Hampshire sites for the Q. and A. so that seniors would have access to accurate information. The first sign of health reform which some seniors will see is a $250 check. Those who receive the check are Medicare beneficiaries who have fallen into the coverage gap for prescription drugs. Seniors enrolled in Medicare Part D pay only 25% of the cost of their prescriptions until they spend enough to fall into a gap in coverage. While in the coverage gap they must pay for the full cost of their prescriptions even as they continue to pay premiums for coverage. Some seniors run up credit card bills which they cannot pay off while they are in the gap. Health reform will gradually close the gap over the coming decade. The $250 check is a sort of down payment on that promise.
